| California Legislation Update The following list includes current California Assembly (AB) and Senate (SB) Bills. AB 40 Breast Cancer Treatment Brought forth from 1998 by Howard Wayne, D-San Diego. This bill provides $3 million from the General Fund to be contracted to a non profit organization for administration of a breast cancer treatment program. Assemblyman Wayne is interested in making the bill a long term solution for needy women. [It has been a struggle to provide treatment to low income or uninsured women diagnosed with breast cancer through the Breast Cancer Early Detection Program.] SB 1154 Universal Breast Cancer Treatment Act Jackie Speir, D-San Francisco, San Mateo. This bill would appropriate $15 million from the General Fund to be contracted to a non-profit organization to administer a breast cancer treatment fund. This bill is similar to AB 40, servicing the same women but funding at a higher level. AB 136 Health Care Coverage: Autologous Bone Marrow Transplant Brought forth from 1998 by Carol Migden, D-San Francisco. This bill requires an independent medical review for this procedure, to support insurance coverage for a patient wanting BMT. This bill was opposed by former Governor Wilson. BABCN, CABCO, and some others were not supportive of this bill because BMT was not yet supported by scientific evidence as more beneficial than aggressive chemotherapy and they felt that BMTs should be within clinical trials. SB 189 Health Care Coverage, Independent Medical Review Adam Schiff, D-Burbank. This bill would require health service providers to provide members with an independent medical review when service has been limited, delayed, denied, or terminated by a health plan. SB 211 Health Insurance Jackie Speir, D-San Francisco, San Mateo. This bill would require health plans to answer grievances within 30 days and establish an Independent Review System to resolve them. |
